The guide is aimed at monitoring state-sponsored violence in Africa and, in particular, what we call "informal repression": covert activities in which the hand of government is hidden or disguised.
However, most of the skills can be used in a variety of different situations. Although it is geared to human rights activists in Kenya, Nigeria and South Africa, we hope it will be of use in training monitors throughout Africa and possibly elsewhere.
